Blank/unused SS Ausweis [identification pass] granting the holder permission to pass through the road blocks to the Obersalzberg. These would only have been handed out to trusted SS personnel.
Very hard to find. You can see another identical example below, which was recovered from the tunnels under the Berghof some years ago.
